Yes, you can withdraw funds if you have open positions.

However, you should keep in mind that your total open position amount, adjusted to the current P/L, should not prevent you from withdrawing the requested amount from your account, i.e., the amount requested must not be the margin backing your open positions. Otherwise, your request will be declined.
